A draw is agreed to when one player says "checkmate" or "stalemate" (or whatever the agreed language is) to the arbiter or, if the arbiter has not started said player's clock, the arbiter verbally informs the players to stop the clock (or if both players agree that both of them have played precisely according to best evidence, the players stop at this point).
A player, when given the opportunity, may choose not to make a move, but instead advise the arbiter that he or she will not move. This is called a forfeit.[82][83] The forfeit does not count against the original player, but rather is counted against the current player. If a player ignores the arbiter's advice to make a move, he or she is treated as having not moved and is subject to any applicable forfeit, eg. abandoning the game.
A game is drawn if neither player makes a legal move within fifty moves. (If the game takes longer, the time will be added to the following game.) The game is drawn irrespective of who is the better player (only the outcome is relevant). This is sometimes referred to as a "five-minute" draw or a "50-move draw". If the game has not settled after fifty moves, a repetition may be declared, and the one who was better must win the repetition. If both players make legal moves that are the same, the game is drawn.
If the players cannot agree on anything other than whether or not matches should be cancelled and either suggest a draw to the arbiter or state that they will not move, the arbiter must call for a time-controlled draw. To avoid wasting time, the arbiter should delay announcing the draw as long as possible, while still ensuring that the players make no move to change the outcome of the game. If one player makes no moves after the allotted time, the arbiter must announce that the game has ended in a draw. If both players agree that the game should be drawn, the arbiter must at that point announce that the game is drawn.
