Active social participation and community resilience are key elements in building SLR adaptive capacity. Social participation allows people to take initiative, act on issues, and develop solutions. It also reduces the fear of slippage of responsibility (Mudford et al., 20141106). When communities are not aware of how to craft solutions to SLR-related challenges, it is understandable that they fill in gaps in knowledge with simplistic, naïve, or fatalistic solutions. However, this can make the situation worse, as narratives that emphasise failure usually contribute to the contemporary discourse of climate science (Mudford et al., 20141106).
A participatory approach based on community knowledge would be a pragmatic solution to such a problem, and to avoid interferences with Indigenous and other traditional knowledge systems. Unfortunately, this is not always the case in practice. There are decisions which local communities make at the individual, family, household, and group levels (such as case studies) which are often incompatible with climate protecting schemes, (e.g., building a flood-proof village on an ineradicable floodplain). Decision-making is another aspect of SLR that remains a matter of debate. Beside the types of decisions in a broader sense that govern the social order and structures, it is also a matter of predicting and understanding the overall level of uncertainty in the event that a certain decision is made (Eames et al., 20101947; Kain and Shapiro, 20121949). The latter has been the subject of research but seems to be unconsidered for many decisions made by councils and homeowners.
It is often assumed that individual, household, and group level decisions made are of dominant importance on a local scale. At a community level, however, community preferences and priorities need to be considered.
While the weight of local level decisions should not be underestimated, it should also be acknowledged that the dynamics of diversification at the international and global level are also crucial. d2c66b5586
